Submission Guidelines
Submission types, review process, and requirements before and after initial acceptance.
Before submitting: read this page together with the Author Guidelines (AirBalloon accounts, author information, author list, submission limit, reviewer nomination, and registration) and the Publication and Media Hosting guidelines (archival status, proceedings options, and media hosting), then complete the Checklist for Initial Submission.
Submission Types
Submissions fall into three groups: paper, abstract, and proposal submissions.
Paper Submissions

Proposal Submissions

Requirements for Initial Submission
The following requirements apply to the initial submission.
Where to Submit
All submissions are made through the AirBalloon conference management system. When submitting, select the venue: a program in the main conference (the Research Program, the Application Program, or a frontier session) or a workshop. Each is a separate program for the Submission Limit. Some frontier sessions and workshops run on their own schedules; see their pages.
Review Type and Anonymity

Full and Short Papers are reviewed double-blind. Remove all author names, affiliations, and email addresses from the submission, including supplementary materials. Submissions that reveal author identities are desk-rejected under the Desk Rejection Policy.
Paper Submissions
All papers follow the IEEE conference manuscript template, use US Letter format, are written in English, and are submitted as PDF files within the page limit for their category. Papers may include supplementary materials, such as appendices, code, or data. Poster and Demo Papers may be submitted as archival or non-archival (see Archival Status).
First-Time Submissions
Papers presenting original work that has not been published or previously submitted for review follow the requirements above; no additional materials are required. Non-archival papers may include works in progress seeking feedback.
Previously Reviewed but Not Yet Published Papers
For papers previously submitted to major AI, machine learning, natural langauge processing, computer vision, robotics, graphics and visualization, and signal processing conferences (e.g., NeurIPS, ICML, ICLR, ACL, EMNLP, CVPR, ECCV, AAAI, ICRA, IROS, CoRL, SIGGRAPH, ACM MM, ICASSP, HCI, KDD, etc.), authors may include the original reviews as supplementary material. Please clearly indicate the conference and provide a separate document summarizing the revisions made in response to the reviewers’ comments. This information may help expedite the review process.
Abstract Submissions
Abstract submissions have no accompanying paper and do not use the IEEE template. The abstract is filled out in the submission form, and supplementary materials may be included. For additional materials, see the corresponding call.
Previously published work (presentation only) must meet the eligibility rules in the Previously Published Work Policy.
Proposal Submissions
Proposal submissions follow the requirements, dates, and review criteria in their respective calls, and may include supplementary materials.
AI Usage Disclosure
All submissions must disclose substantive AI use following the AI Usage Policy:
- Paper submissions: Include an “AI Usage Disclosure” section as the final section before the References. This section counts toward the page limit.
- All other submissions: Complete the AI Usage Disclosure form in the conference submission system.

Checklist for Initial Submission
Before submitting, check every item below.
- You have read the Desk Rejection Policy and the AI Usage Policy.
- All authors have AirBalloon accounts with accurate profiles and declared conflicts of interest, are added to the submission, and the author list is complete (AirBalloon Accounts, Author Information, Author List).
- The submitting author and all co-authors are within the submission limits (Submission Limit).
- The correct submission type and venue are selected (Where to Submit).
- Papers: IEEE template, in English, US Letter PDF, within the page limit; Demo Papers include a 2-minute demo video (Paper Submissions).
- Papers, if the submission form requires reviewer nomination: at least one reviewer with a complete AirBalloon reviewer profile is nominated (Reviewer Nomination).
- Full and Short Papers: anonymized for double-blind review, including supplementary materials (Review Type and Anonymity).
- Abstracts: up to 300 words, with any required e-poster, demo video, or DOI link; Previously Published Work meets the eligibility rules (Abstract Submissions).
- Proposals: the requirements in the corresponding call are met (Proposal Submissions).
- AI use is disclosed (AI Usage Disclosure).
- All authors have reviewed and approved the submission (Author Responsibility).
- The submission is made before the deadline (Important Dates).
Review Process
Paper and abstract submissions go through three review rounds. Proposal submissions receive a single acceptance decision, following their calls.

Submissions that do not pass the final review are rejected and removed from the program and proceedings, even after initial acceptance.
Requirements After Initial Acceptance
Paper and abstract submissions that pass initial acceptance provide the following for the final review:
- Archival papers: a camera-ready version for the proceedings that addresses the reviewers’ comments.
- Non-archival papers: a revised version for the non-archival repository.
- Abstract submissions: a revised abstract for the non-archival repository (previously published work: program abstract only).
- All paper and abstract submissions: presentation materials, such as a pre-recorded presentation video.
- Presentation materials are required; submissions without them will not be included in the program.
Accepted proposals provide a final abstract for publication in the Cross-AI 2027 conference proceedings by IEEE or the EI-indexed Cross-AI 2026 proceedings, chosen when submitting the final abstract.

Registration and Presentation
At least one author of each accepted submission must register and present the work; see Author Registration Rules.
